There’s something happening in the Milwaukee market right now that’s quietly working in your favor as a seller, and most people aren’t talking about it. It’s called the lock-in effect, and once you understand it, you’ll see why this spring might be the best window you get for a while.

So here’s what’s going on.

The rates that started it all. Back in 2020 and 2021, mortgage rates dropped to historic lows. We’re talking 2.68% to 3.1% for a 30-year fixed here in Wisconsin. A huge number of homeowners refinanced or bought during that stretch and locked in rates the rest of us may never see again.

Now, fast-forward to today, and rates here in Wisconsin are around 6%, give or take. That’s a big jump from where a lot of homeowners are.

Why owners aren’t selling. A massive chunk of the country, more than half of all mortgaged homeowners, still has a rate below 4%. The large majority are sitting well below today’s rates. A lot of folks just aren’t motivated to sell, because if they did, they’d be trading their low payment for a much higher one on their next home. That’s the lock-in effect, and it’s still very real even though we hear about it less than we did a couple of years ago.

Milwaukee’s inventory is unusually tight. Here in greater Milwaukee, inventory is one of the tightest stories in the country. If you’re buying a home right now, you know exactly what I’m talking about. We’re sitting at roughly 3.1 to 3.2 months of supply statewide, depending on which report you look at.

A balanced market is closer to six months, so we’re at about half of that. And the reason we can’t seem to get out of this supply crunch is the lock-in effect. New listings in Wisconsin actually dropped by about 1.7% back in January, the first decline after 28 straight months of growth. Homeowners aren’t selling because they don’t want to give up their low rate, so the supply just isn’t coming on the market the way it normally would in a healthy housing cycle.

Here’s where this matters for you. If you do decide to sell, you’re walking into a market with a lot less competition than you’d have in a normal year. Fewer listings means fewer alternatives for buyers, and when buyers have fewer options, well-priced homes sell faster, often with stronger offers and fewer concessions.

To put a number on it, the FHFA estimates the lock-in effect prevented about 1.72 million home sales nationally between 2022 and 2024. That’s an enormous amount of supply that should have been on the market but wasn’t. And while that’s a national number, it shows up here in Milwaukee in real ways: fewer listings, more competition for the homes that do hit the market, and prices in Wisconsin up 7.9% year over year as of January.

If you’re sitting on the fence about whether to sell, that’s the part that matters. Tight inventory works for you, not against you, as long as you’re priced right and prepared.

The lock-in effect won’t last forever. It’s slowly easing as homeowners refinance, as rates settle, and as life events force moves regardless of rate, things like divorce, relocation, growing families, and retirement.

Inventory will eventually return to normal, which means this low-competition window won’t be permanent. The owners who sell into this kind of market are going to be in a stronger position than those who wait until inventory floods back in.

I’m not saying you have to sell this spring. I’m saying that if you’ve been thinking about it, the market dynamics right now are unusually friendly to sellers, and that’s worth understanding before you make a decision.
